Coffeeshop rules in the Netherlands

Short answer

Dutch coffeeshops operate under a fixed set of conditions. These are not house preferences but the terms under which they are permitted to operate at all, which is why staff cannot make exceptions.

Information · not for sale Pillar: Law and rules

18 and over, without exception

The minimum age is eighteen. Under-18s may not buy and may not enter, not even accompanied by an adult. For a coffeeshop this is not a guideline: a violation can lead directly to closure.

Valid ID, every time

You will be asked for valid identification: a passport, national ID card or driving licence. This applies regardless of how old you look, because staff cannot afford to judge by appearance.

Photocopies, photos on a phone and expired documents are not accepted.

Maximum five grams per person per day

This is a legal limit, not a shop policy.

No alcohol

Alcohol is neither sold nor permitted on the premises.

No hard drugs

Possession or trade of hard drugs leads to immediate removal.

No nuisance

Coffeeshops are responsible for the area around their premises. You will be asked to arrive and leave quietly, particularly in the evening, and not to consume on the street or in doorways.

The residency criterion

Under national rules, coffeeshops may sell only to residents of the Netherlands. Enforcement of this rule varies between municipalities: some apply it actively, others do not. Breda, for example, applies it.

This means the situation can differ from one town to the next. Check locally before travelling.

No advertising

Dutch coffeeshops are not permitted to advertise. This is why you will not find menus, prices or product images on their websites, including this one. It is a legal restriction, not a lack of information.
